Seems to be a phrase coined by the rock group "Queen" for the song "I want it all". I think it literally means someone who spends a lot of time creeping around in back alleys because they have nothing better to do. A young, teen-age punk perhaps. Possibly, anyone with a lot of time on their hands and unfulfilled ambitions.
