as you do not mention which part of India you live,i was born in Allahabad,they have four season,so in my house we have two beautiful creeper,one was big orange flower like bell shape,no smell.but very beautiful.i do not know the name,but you can find in any nurseries.the other creeper we had was the bunch of small Flowers with a very thin long stem and at the end five or six petals,pink Flowers,they look so cute,but no smell.
in India you can also put Jasmine creeper,their smell is so good and the dark green creeper full of white flowers look good and smell good.
you can also grow some veggies creeper,like saim,lobia,crayla,laukee,turai. good luck.

Reply:Plain and simply bougainvillea. In my part of India, near Pune, it is known as bogan vel.These have attractive flowers of various colours, the fence can be thick or thin depending on your pruning. It is also reasonably thorny giving security too. These are available in any standard garden centres in India and are easy to propagate too! If it is about 2feet thick it will stop peeping toms looking through. I have it around our farm house are very happy with it. We have four colours in it! It is stunning in summer/monsoons.

You live in a zone where you should be able to grow some climbers. Here are a few suggestions:
Pyracantha
Climbing Blue Star Creeper
Some Hydrangeas
Rubber Vine
Jasmine
These are just a few. You can actually train many different shrubs to climb the fence. Reply:Try Trachelospermum jasminoides. Grows 20ft+ It is evergreen and has the most amazing scent to the flowers which are white. It is self twining so pull it out sideways and it would quickly cover.
It would look and smell amazing!
