Both the terms indicate that the stem is weak and cannot stand up on its own,

2 ) Climber = In Botany ,climber

A plant that uses tendrils, twining stems, adhesive rootlets, or other means to extend itself up and over such supports as fences, trellises, or other plants.

a vine or climbing plant that readily grows up a support or over other plants.
